Julilly Kohler-Hausmann is chronicling legislative struggles during the 1970s in which lawmakers enacted punitive welfare, drug, and criminal policies that transformed notions of government responsibility to socially marginalized groups. She will explore how the embrace of retribution, surveillance, and political exclusion resuscitated state legitimacy and reshaped conceptions of citizenship.
